The first thing I bought was a container big enough to hold enough Jungle Juice so that it would not run out every 5 minutes. I bought a 4-gallon Rubbermaid container form K-Mart for about $3.99. 
I then went to Home Depot and bought four 6ft X 9in dog-ear fence post. They were on sale for a $1.29, If there is nothing on sale you should check out the scrap lumber area to see if there is any thing you can use.
As you can see in the photos I built a box to cover the Blue container with. The lid is over sized so it can be easily removed.
Once the lid was made I marked the area for the 3-inch PVC pipe (that is the neck of the skull) to go through. I used a door handle drill bit to cut the wood. I then marked the pipe so I could put in the support screws to hold it up. After that was done I then cut out the middle area of the lid as seen in the photo below. After that was complete I inserted the  PVC pipe in to its hole and hot glued it in to place.
The skull was decayed using cotton and latex. See how-to here. After that was done I ran a ½ inch tube up the PVC pipe and out of the mouth. I left extra hose on each side so I could trim it back later.
You can see the water pump in the top photo. This is a 60-gallon per hour fountain pump from Home Depot. It cost me $18.00. After I had the skull secured to the lid I cut the hose to just the right length to attach to the pump. I then cut the hose at the mouth as short as possible, but making sure it would poor with out hitting the side of the box or hitting the teeth of the skull.
